Dear Sally,

Thank you for your letter of 18 August on the issue of cumulative severity in project licences authorising the use of non-human primates (NHPs) in severe procedures.

I am very grateful to the Animals in Science Committee for its continued diligence and thoughtful oversight in this policy area, one of significant societal interest.

I accept the Committee’s recommendation that the Animals in Science Regulation Unit

(ASRU) undertakes a themed audit to quality assure the process by which project licence holders determine actual severity assessments, and how cumulative severity is considered in such licences. I agree that a deeper understanding of retrospective assessment processes, and assurance of their effectiveness, would provide a foundation for improved guidance and aid in sharing best practice.

I am committed to supporting continued improvements in the regulation of animal research, and I will ensure that your recommendation is given due consideration. I

recognise that ASRU is concluding a regulatory reform programme and therefore expect the commencement of the audits, to be determined by the Head of the Regulator, will be in 2026. I have asked my officials to discuss this matter with you further and provide feedback on the implementation of the advice.
