Letter from the Department for Communities and Local Government telling local council chief executives that all eligible authorities in England have voluntarily frozen or reduced their Council Tax in 2011 to 2012.

As a result, councils will qualify for additional government grant equivalent to a 2.5% increase in their band D Council Tax.
