In October 2003 Jan Berry, Chair of the Police Federation wrote to the Home Office concerning the information that offenders with no permanent address would be required to notify to the police under clauses in the Bill relating to the notification requirements placed on sex offenders. Paul Goggins, then Home Office Minister wrote back explaining the nature of the clauses in the Bill.
