The RPC finds that the PIR’s recommendation to amend the legislation is supported by proportionate evidence and analysis. The PIR re-visits assumptions in the original impact assessment (IA) and usefully re-estimates costs and benefits accordingly. The PIR could, however, be improved in some areas, including expanding its evidence base and discussion of monitoring of future unintended effects
