Report reviewing the case to value time differently in congested traffic conditions within road transport modelling and appraisal.

The report includes:

  • a review of previously commissioned work in this area
  • the case to date made for inclusion
  • recommendations for future CVTT research within short- and long-term timeframes

This research will contribute to the development of our appraisal and modelling strategy.
