This circular replaces Appendix C to Part 1 of the Memorandum to Circular 06/04: Compulsory Purchase and the Crichel Down Rules. It is designed to reflect the creation of the Homes and Communities Agency and its wider objects compare to those of English Partnerships (the body previously the subject of this Appendix). It sets out the type of considerations the Homes and Communities Agency should take into account before submitting a compulsory purchase order to the Secretary of State for confirmation, and what the Secretary of State will consider when examining a request confirm a compulsory purchase order.
