This letter was sent to the South Yorkshire Passenger Transport Executive (SYPTE) in relation to its planned local bus partnership arrangements. It may be useful to any local transport authority considering developing partnership plans.
The Competition and Markets Authority’s (CMA) view is that bus passengers can benefit from effective partnerships between bus operators and local transport authorities as well as from effective competition in local bus markets. This advice aims to provide clarity on how the CMA goes about considering the appropriate balance between competition and partnership working.
In February 2016, the CMA issued an open letter intended for any local transport authority that is considering developing local bus partnership plans.
