Communities and Recovery Steering Group (Ministerial): Terms of Reference

Published 11 March 2025

Applies to England

Overview

During civil unrest following the Southport tragedy in summer 2024, the Cabinet Office Briefing Rooms (COBR) stood up to oversee the immediate response phase. We responded swiftly and with immediate action.

Following this immediate response phase, the Deputy Prime Minister formed the Communities and Recovery Steering Group (CRSG) to:

  • provide immediate support to the communities that were the worst affected, and especially to ensure we continue our cross-government effort to support these places and their communities

  • to ensure this kind of disorder does not happen again – specifically, to consider a long-term strategy to support all communities and places to thrive and grow and be resilient to face future threats which could divide them.
