Civil Service Pension Recovery Plan Update - 13 July 2026

Richard Vianello started as the new Pensions Director on Monday 29 June and takes over leadership and management of the Recovery Taskforce from Angela MacDonald, Second Permanent Secretary, HMRC as she retires as planned at the end of July.

While the intensive work of the recovery taskforce over the past months has resulted in essential progress in stabilising core processing systems and reducing call centre wait times, Capita has not fully restored the scheme to the service levels that were promised.

In response, we are moving to the next stage of our continued contractual interventions: 

  • We are executing our contractual right to deploy independent auditors immediately to conduct a review of systems, IT infrastructure, data integrity, and statutory compliance; and
  • We are concurrently beginning the process to appoint an on-the-ground Remedial Adviser, entirely at Capita’s expense, to force day-to-day operational rectification.

The end of June position

Outstanding quotations

6,700 members are still waiting for a quotation (members with a past retirement date). 

Complex cases

Of those 6,700 outstanding quotations, 1,500 cases have been identified as complex. Capita is working alongside specialist Civil Service surge teams from HMRC and DWP to help resolve these cases.

Bereavement cases

Benefits are due to 7,603 families. Capita is awaiting confirmation of further information from 3,033 families/representatives. 4,570 are with Capita to progress and Capita has committed to clearing these bereavement cases within two months (by early September).

Death in service and Ill health retirement cases 

There are 618 outstanding death in service cases and 429 outstanding ill health retirement cases. Capita and the recovery team are tracking all older cases individually; as they require an element of hypercare.
