This report is a joint publication from the UK Commission for Employment and Skills (UKCES) and Centre for Cities, examining how City and Local Growth Deals have supported the development of employment and skills policies that reflect local demand.

The report is based on an analysis of deal documentation and interviews with over 45 local and national stakeholders - including local authority, Local Enterprise Partnership (LEP) and departmental representatives - to understand the ways in which employment and skills policies have featured in the deals to date.

The data gathered is reviewed against a framework that sets out six key elements of a demand-led local employment and skills system and contains recommendations at the local and national level.
