Details

The UK is party to the Stockholm Convention on POPs, which are substances that persist in the environment, accumulate in living organisms and pose a risk to our health and the environment. They can be transported by air, water or migratory species across international borders, reaching regions where they have never been produced or used.

There is a process for parties to propose a substance for listing if they have gathered evidence that suggests it may be a POP. Since the mid-1990s the UK has led the scientific assessment of chlorinated paraffins. This resulted in a ban on short-chain chlorinated paraffins (SCCPs) in 2000.

We now have further evidence that some components of medium-chain chlorinated paraffins (MCCPs) have similar harmful properties and are considering submitting a proposal to list chlorinated paraffins with carbon chain lengths in the range C14-17 and chlorination levels ≥45% chlorine by weight to the Stockholm Convention this year.

This substance is used predominately in PVC, polymers, rubber, sealants, adhesives, metalworking fluids, paints, textiles and paper products. If accepted the process of further assessment, discussion and listing is likely to take 4 to 5 years.

In accordance with Article 15 of the UK POPs regulation the Secretary of State for Environment, Food and Rural Affairs must publish a notice relating to the proposal and invite interested parties to submit comments about the notice within 8 weeks.

We asked for comments about the notice in March 2021 and published a summary of the comments in June 2021.

A proposal was submitted to the Stockholm Convention on 27 April and will be considered at the next POPs Review Committee in the Autumn.
