The resilience of transport systems has become a strategic priority for safeguarding economic security and public safety.  

The UK Government Resilience Framework (2022) and the 2025 Resilience Action Plan underscore the need for a more proactive, whole-system approach that better anticipates and manages disruption to the UK transport network.  

Despite significant policy development, the Department for Transport (DfT) currently lacks a consistent approach for appraising resilience impacts within transport analysis guidance (TAG).

This report introduces a framework to provide a consistent and proportional approach for appraising resilience into the TAG
