Documents
Details
Anyone applying to the Capture Redress Scheme without a legal representative must submit a:
- completed countersignatory form
- one proof of address for the countersignatory
You do not need a countersignatory if you have a legal representative.
If you are a personal representative
Personal representatives can apply to the Capture Redress Scheme on behalf of postmasters affected by Capture system shortfalls (called applicants on the scheme application form).
Personal representatives can have power of attorney or be the executor or administrator of the applicant’s estate.
If you are a personal representative, you only need a countersignatory to confirm your identity. You do not need a countersignatory to confirm the applicant’s identity.

A countersignatory must:
- have known you for at least 2 years
- be able to identify you. They might be a friend, neighbour or colleague (not just someone who knows you professionally)
- be ‘a person of good standing in their community’ or work in (or be retired from) a recognised profession
Your countersignatory cannot be:
- related to you by birth or marriage
- in a relationship with you
- someone who lives at the same address as you
