This informal commentary summarises the intended effects of the Local Authorities (Capital Finance and Accounting) (England) (Amendment) Regulations 2013.
This commentary describes the effects of the 2 amendments (in regulations 5 and 6) which help authorities manage liabilities for equal pay compensation payments. It does not cover regulations 3, 4 and 7, relating to the pooling of housing capital receipts, on which the Department for Communities and Local Government is issuing guidance directly to the authorities affected.
