This document contains the following information: This White Paper sets out the Government’s plans for a second phase of reforms of the police service in England and Wales. Reforms detailed have three broad objectives.

These reforms are designed to embed a strong, responsive customer service culture throughout the police service, and to help build trust and confidence in relations between the police and the public.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
