Reason for publication

LiveWest Homes Limited (LiveWest) became a subsidiary of Bromford Flagship Limited (Bromford Flagship) on 29 January 2026. On 2 February 2026, Bromford Flagship changed its name to Bromford Flagship LiveWest Limited (Bromford Flagship LiveWest).

We are publishing an interim regulatory judgement for Bromford Flagship LiveWest following these changes.

This interim regulatory judgement confirms a governance grade of G1 and a financial viability grade of V1.

Prior to this interim regulatory judgement, the governance and financial viability grades for Bromford Flagship were last updated in May 2025 as an interim regulatory judgement, which confirmed a G1 grade for governance and a V1 grade for financial viability.

The grades for LiveWest were last updated in December 2025 following a stability check, which confirmed a G1 grade for governance and a V1 grade for financial viability. LiveWest was previously issued a consumer grade of C1 following a programmed inspection in March 2025.

We have not previously assessed Bromford Flagship’s delivery of the outcomes of the consumer standards.

Summary of our decision

Our judgement is that Bromford Flagship LiveWest meets our governance requirements. From the previous G1 grades issued to Bromford Flagship and LiveWest, we have concluded an interim governance grade of G1 for Bromford Flagship LiveWest.

Our judgement is that Bromford Flagship LiveWest meets our financial viability requirements and has the financial capacity to deal with a wide range of adverse scenarios. From considering the previous grades, and based on our review of further relevant information and evidence, we have concluded an interim financial viability grade of V1 for Bromford Flagship LiveWest.

We have not awarded an interim consumer grade.

How we reached our judgement

Following the changes to create Bromford Flagship LiveWest as described above, we carried out an assessment to consider interim grades for Bromford Flagship LiveWest. This is based on the previous grades for Bromford Flagship and LiveWest and consideration of a range of information to help us form a judgement about how well the combined entity meets the financial viability requirements of the Governance and Financial Viability Standard.

We will change interim grades to standard grades following a programmed inspection, or when we have carried out an assessment following responsive engagement. We may also change an interim V1 or V2 financial viability grade into a standard grade when a stability check has not identified the landlord as being potentially at a higher risk of failing to deliver the outcomes of the Governance and Financial Viability Standard.

Summary of findings 

Governance – Interim Grade – G1 – February 2026

Based on the previous G1 grades for both Bromford Flagship and LiveWest, we have concluded an interim governance grade of G1 for Bromford Flagship LiveWest.

Viability – Interim Grade – V1 – February 2026

The previous financial viability grade issued to Bromford Flagship was an interim grade of V1 in May 2025. We reviewed this through our 2025 stability check process and concluded that both the interim V1 and G1 grades remained appropriate.

The previous financial viability grade issued to LiveWest was a grade of V1 in December 2025, following a stability check.

Our judgement about how well Bromford Flagship LiveWest is delivering the viability outcomes of the Governance and Financial Viability Standard is based on a review of a range of documents provided by Bromford Flagship and LiveWest, as well as analysis of information supplied by both landlords in their regulatory returns. Based on the evidence gained through our stability checks, and consideration of a range of information, we have assurance that Bromford Flagship LiveWest meets our viability requirements and has the financial capacity to deal with a wide range of adverse scenarios.

On this basis we have concluded an interim financial viability grade of V1 for Bromford Flagship LiveWest.

Background to the judgement

About the landlord

Bromford Flagship LiveWest includes five other RSH registered providers in the group: Bromford Housing Association Limited, Bromford Home Ownership Limited, Flagship Housing Limited, LiveWest Homes Limited and Merlin Housing Society Limited.

Bromford Flagship reported a turnover of £607.2m for the year ended 31 March 2025 and employed the full-time equivalent of 3,532 staff. LiveWest reported a turnover of £310.45m for the year ended 31 March 2025 and employed the full-time equivalent of 1,634 staff.

The group is based and operates in the South West, West Midlands and East of England. Bromford Flagship LiveWest owns and manages around 120,000 social housing homes.

Bromford Flagship LiveWest plans to develop around 3,800 homes annually.

We regulate for a viable, efficient, and well governed social housing sector able to deliver quality homes and services for current and future tenants.

We actively assess the performance of registered landlords with our standards through inspections and reviewing data which we require landlords to submit to us. We also respond to information where we become aware of issues within individual landlords. We publish regulatory judgements which describe our view of landlords’ performance with our standards. We also publish grades for landlords with more than 1,000 social housing homes.
