Complaint that the union breached its rules by an alleged failure to issue a rule change ballot without ensuring that the union’s membership had the opportunity to discuss the proposals before a ballot vote of the membership. The Certification Officer refused the complaint. The decision was delivered orally on 9 September 2004. The written decision, with reasons, was issued on 23 September 2004.
