Five complaints alleging breach of union rules in relation to its disciplinary procedures and the constitution or proceedings of any executive committee or a decision making meeting. In dismissing five complaints of alleged breach of rule made by the applicant, the Certification Officer concluded that he did not have jurisdiction in four of the five complaints.
