Complaint made by four members that the union had acted in breach of rule by failing to follow the required procedure before applying the funds of the Federation in support of a libel action brought by the general secretary against an ex-branch official. The Certification Officer found that the Federation had acted in breach of the procedure provided for in the rules but did not make an enforcement order on the Federation.
