Item 1: Welcome

ED welcomed attendees to the meeting and set out the agenda. She reported that she had recently attended a meeting hosted by DCMS Secretary of State Michelle Donelan and the US Commerce Secretary Gina Raimondo on US-UK dataflows. She said the session underlined the government’s willingness to engage with industry, academia and civil society on responsible innovation and growth.

Item 2: Two-year vision for the CDEI's programmes

LS set out that the CDEI is seeking ministerial views on its work plan, in particular the strong impact the CDEI expects to have with the Algorithmic Transparency Standard and the privacy-enhancing technologies (PETs) prize challenges. She invited Advisory Board reflections on the mid-term objectives and ambitions of CDEI’s programmes to 2025. The Advisory Board then entered breakout groups to explore the AI Assurance and Responsible Data Access programmes.

The CDEI team updated on the AI Assurance Programme, and future plans. The breakout discussion covered the following:

  • How the CDEI could play a greater role in generating more awareness of AI assurance as a governance tool. The group agreed that there is more work to be done globally, not just in the UK, to bring AI assurance to the fore;
  • The merits of the CDEI developing clear use cases that would generate better public understanding of what AI assurance is and how it can build trust in AI systems;
  • The potential for the CDEI to partner with other departments to support greater uptake of AI, for instance to aide the lowering of costs and improving health outcomes in the NHS. This is an example of the potential benefits of AI assurance in giving confidence that these diagnostic systems work effectively;
  • In order to be taken up widely, the AI assurance ecosystem will need different incentives to motivate different groups of users. For example, Advisory Board members suggested that regulation may be more effective for some users, whereas competition may drive greater adoption for others;
  • The Advisory Board proposed that the CDEI looked at learned lessons from high-risk sectors (i.e. nuclear, cyber) that use assurance processes already.

The CDEI team updated on the Responsible Data Access programme, and future plans. The breakout discussion covered the following:

  • Advisory Board members highlighted that the CDEI’s work needs to remain aligned with upcoming changes to data regulation that are currently before Parliament.
  • The Advisory Board suggested that the CDEI ought to make use of outcomes from the UK-US Prize Challenge in 2023 to support development of the broader ecosystem in future years, e.g. showcasing the PETs prize challenge winners may foster further collaboration between different types of organisations internationally.

Item 3: Personas update

The CDEI team gave a brief update on how we are seeking to deploy user persona methodology in our work. The team will be seeking input from the Advisory Board in the months ahead as plans develop.

Item 4: International engagement

Advisory Board members explored the relative merits of engaging with international partners through multilateral fora. Advisory Board members provided insights from their experiences engaging with a variety of multilateral organisations and, based on their learnings, advised the CDEI team on how best to engage with multilaterals.
