Building Digital UK (BDUK) commissioned Belmana and GC Insight to carry out an economic evaluation of its Hub intervention. This was delivered through the Rural Gigabit Connectivity (RGC) Programme and Project Gigabit. The Hub intervention funded the connection of remote public buildings, such as schools, GP surgeries and libraries, to gigabit-capable broadband.
The report evaluates qualitative and quantitative evidence on the impact of this support on schools. Survey and interview evidence indicates that improved connectivity supported the more effective use of digital tools across administration, teaching, assessment, communication and classroom activities. It also supported wider educational and inclusion pathways, supporting pupils with Special Educational Needs and Disabilities (SEND).
Quantitative analysis found additional increases in ICT learning resources and ICT capital investment without a corresponding increase in overall expenditure per pupil, reflecting a switch in spending towards IT enabled by the connectivity.
All of these benefits depend on complementary inputs and take time to mature. Positive impacts are often reliant on additional upgrades to devices, internal Wi-Fi systems, software, technical support, staff capability, digital strategy and available budgets. Affordability and ageing equipment emerge as more prominent constraints once broadband connectivity improves.
