Building Digital UK (BDUK) commissioned Belmana and GC Insight to carry out an economic evaluation of its Hub intervention, delivered through the Rural Gigabit Connectivity (RGC) Programme and Project Gigabit.

The Hub intervention funded the connection of remote public buildings, such as schools, GP surgeries and libraries, to gigabit-capable broadband.

The report examines the impact of this support on GP surgeries and other healthcare sites. It identifies evidence consistent with broadband connectivity having a causal effect on service delivery, shown through measurable changes in appointment modes and attendance.

The report also explores wider behavioural change beyond these measures. While the quantifiable impacts are modest, qualitative evidence points to broader transformation across care pathways and service delivery models.
