Frontier Economics was commissioned by the Department for Business and Trade (DBT) to conduct a process evaluation of the Automotive Transformation Fund (ATF).

The purpose of the process evaluation is to understand whether the ATF is being implemented as intended, whether the design is working effectively, what is working more or less well and why.

The process evaluation was conducted between August and December 2022. Thematic analysis was used to analyse the findings from 4 sources of evidence:

  • semi-structured interviews with delivery partners
  • stakeholder workshops with applicants for R&D support, delivery partners and wider stakeholders
  • in-depth interviews with applicants for capital funding
  • programme monitoring data
