This is guidance to support the appraisal of FCERM projects. You should have read the FCERM appraisal guidance manual before using this document.

Flooding from rivers, estuaries and the sea poses a risk to people as well as causing significant economic impacts. This guidance will help you assess the risk of fatalities as part of a more comprehensive flood risk appraisal. It allows you to assess the social benefits associated with any reduction in this risk when you’re considering options for risk management.

The method provides you with an approach that helps you to compare the relative risk to life among your project options.
