AI Opportunities Action Plan: terms of reference

1. Role and remit

1.1 The Artificial Intelligence (AI) Opportunities Action Plan will set out a roadmap for government to capture the opportunities of AI to enhance growth and productivity and create tangible benefits for UK citizens.

2. Process

2.1 The work to develop the Action Plan will consider evidence from academic and business research, as well as interviews with experts across industry, academia, government, regulators and civil society.

2.2 It will prepare a recommended plan of action for the Secretary of State to drive growth of the AI sector and consider how to support the adoption of artificial intelligence in the United Kingdom.

2.3 In particular, the Action Plan will consider how the United Kingdom can:

(a) build an artificial intelligence sector that can scale and be competitive globally

(b) adopt artificial intelligence to enhance growth and productivity, and support the delivery across government of the government’s five stated missions

(c) use artificial intelligence in government to transform citizens’ experiences of interacting with the state and boosting take-up in all parts of the public sector and the wider economy

(d) strengthen the enablers of artificial intelligence adoption, such as data, infrastructure, public procurement processes and policy, and regulatory reforms

3. Leadership

3.1 Matt Clifford will lead the development of the AI Opportunities Action Plan and will report to the Secretary of State for Science, Innovation and Technology.

4. Support from the Civil Service

4.1 Matt Clifford will be supported by officials in the Department for Science, Innovation and Technology to prepare the Action Plan.

4.2 Officials will work with Matt Clifford to identify and address any potential conflicts of interest that may arise.

5. Outputs

5.1 The AI Opportunities Action Plan will be published.
