The Parole Board received an application from Robert Murphy for the Parole Board hearing in the case of Ronald Evans to be heard in public. The reasons for the application as set out by the Applicant are summarised below:

•The Applicant suggests that the victims want the hearing to be held in public.

•The Applicant says the prisoner is an offender of national significance, having offended across the 1960s, 1970s and 2020s.

•The Applicant says there has been significant media coverage and public interest in his offending over six decades.

•The Applicant suggests that at the prisoner’s most recent sentencing, the judge expressed doubt that the Parole Board would ever find the prisoner fit for release.

•The Applicant argues that the question of the prisoner’s potential release is a matter of public importance due to concerns about reoffending and the risk posed to vulnerable women.

•The Applicant suggests the prisoner’s offending history highlights coercive control, manipulation of victims, disdain for authority, and repeated non-compliance with release conditions.

•The Applicant argues that the prisoner has reportedly demonstrated contempt for parole and release conditions, including alleged breaches during previous periods of release.

•The Applicant alleges that despite restrictions, the prisoner was reportedly known to have visited Bristol, the location of his 1970s offences, and spoken openly about doing so.

•The Applicant states a judge has described the prisoner as an ongoing threat to women who shows no regard for the limitations of parole.
