Alternative provision for primary-age pupils in England: a long-term ‘destination’ or a ‘temporary solution'?

A report on alternative provision (AP) for pupils of primary school age, based on discussions with parents and staff from primary schools, alternative providers and local authorities.

In this qualitative research study, we explore the purpose of AP, the reasons why primary-age pupils are referred to it, and the expectations for their progress and outcomes. We identify examples of joined-up working that would benefit pupils.

We also highlight the challenges in supporting primary-age pupils with additional needs, such as a lack of access to specialist help or a breakdown in the relationships between parents and school staff.

This study is based on a sample of:

  • 11 primary schools
  • 8 APs
  • 1 social, emotional and mental health school
  • 5 local authorities
