This document sets out the responsibilities of prisons and probation services in ensuring that adult offenders receive the social care and support they need from local authorities. The level of care offenders receive should be equal to that of people living in the community.

It covers:

  • setting up and maintaining partnerships between prisons, probation services and local authorities to provide care and support
  • ensuring that offenders know their rights, can have their needs assessed and be given appropriate care and support
  • enabling local authority care and support services to operate safely and securely in prison
  • sharing information and joint planning between agencies for prisoners who move or are released

This is a current prison service instruction (PSI) and probation instruction (PI). It came into effect on 6 April 2016.
