This circular publicises the Home Secretary’s decision to accept in full a multi-year pay settlement reached by the police negotiating board as set out in PNB circulars 08/5, 08/6, 08/8, 08/9, 08/10 and 08/11.
The effective dates are set out below. The Home Secretary’s decision applies in respect of police officers in England and Wales.
Pay
The pay of all officers, that is, the federated ranks, superintendents, chief officers and police cadets is increased by:
- 2.65% with effect from 1 September 2008
- 2.6% with effect from 1 September 2009
- 2.55% with effect from 1 September 2010
The new pay scales are set out in *PNB circular 08/05.
London weighting
The rate of London weighting is also subject to the same percentage increase as set out above with effect as follows:
- An increase from £2,106 to £2,163 with effect from 1 July 2008
- An increase from £2,163 to £2,220 with effect from 1 July 2009
- An increase from £2,220 to £2,277 with effect from 1 July 2010

Dog handler’s allowance
The rate of dog handler’s allowance is also subject to the same percentage increase as set out above with effect as follows:
- An increase from £1,974 to £2,025 with effect from 1 September 2008
- An increase from £2,025 to £2,079 with effect from 1 September 2009
- An increase from £2,079 to £2,133 with effect from 1 September 2010

Competence related threshold payment
The rate of Competence related threshold payment is also subject to the same percentage increase as set out above with effect as follows:
- An increase from £1,122 to £1,152 with effect from 1 September 2008
- An increase from £1,152 to £1,182 with effect from 1 September 2009
- An increase from £1,182 to £1,212 with effect from 1 September 2010

Note:
- Authorities and Forces have already been given authority to pay in the PNB Circulars and are advised to act with immediate effect if they have not already done so.
- These decisions will be set out in determinations on which the PNB will shortly be consulted on drafts, but Authorities and Forces should not wait for this.
- The PNB circulars attached refer to the effective date of the pay award for 2007. Please note that there are no changes made to the Secretary of State’s decisions under Home Office Circular 035/2007, to increase police officer pay by 2.5% with effect from the 1 December 2007.
