This report was produced for the Building Safety Regulator (BSR) by Waverley and funded through the Government Office for Science (GO-Science) Futures Co-funding Initiative.

It looks at how horizon scanning is used across government and the public sector. Horizon scanning involves identifying emerging trends, risks and opportunities that may affect organisations in the future.

The practical guide builds on the report’s findings and provides a framework, tools, activities and templates to help organisations establish or improve their horizon scanning capability.
