This document contains the following information: A draft constitution for the European Union.

This paper brings together the key documents relating to the work of the Convention on the Future of Europe and aims to give an overview of its task and outcome. The Convention was designed to be a more open and diverse forum for discussing the reform of the EU. The UK Parliament has been involved in it since the beginning and it is hoped that this draft goes towards providing a single text setting out the institutional framework, the relations between the member states and the Union, and the range of the Union’s competences.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
