We have received a request under the Freedom of Information Act 2000 for the following: 

I would like a copy of the Avon & Somerset Police PFI (Project Ref 822 Modernise Police Estate) Gateway 3 part 1 report with only genuinely commercial in confidence and margin sensitive information redacted.
    
     PFI Project totals should not be redacted.
    
     I want to know:
     
      
     A) The impact of the PFI payments on the revenue budget for Police (at a time when austerity cuts are being made by Government)?     
     B) The capital impact on the Police budget of this off balance sheet borrowing?     
    

We released the following information on: 06/03/2012
 
In relation to A, the Police Authority has considered the costs of the unitary charge and considers this to be affordable, even with the reduction in core Government funding during this Spending Review period.  Government funding is not the only source of income for the police, as approximately a quarter of their budget comes from the policing element of council tax (precept).

In relation to B, the Police Authority is paying only the unitary charge, with the government contributing the ‘capital’ costs of the scheme in the form of a revenue support grant. The government has changed the way PFI costs are accounted for and these costs are now ‘on the balance sheet’ of each government department.
