Eligibility
The bodies eligible to receive the grant are relevant authorities as defined under schedule 2 of the Local Audit and Accountability Act 2014 and undertaking full audit arrangements.
The amount of grant an authority is eligible for is determined by Public Sector Audit Appointment’s fee scale data. Local bodies which chose to appoint their own auditors will also receive a proportion of this grant.
Two bodies created during 2023/24 are now eligible for inclusion: York and North Yorkshire Combined Authority and East Midlands Combined County Authority.
Methodology
The £15 million grant has been allocated to bodies by applying the proportion of bodies’ 2025/26 scale fee to the £15 million. Bodies that are not part of the scale fees have a relative payment applied to ensure that all bodies are treated fairly.
This methodology was one of five methodologies consulted on in 2021 and was endorsed by 57% of respondents. The same methodology was retained for this grant. This year’s allocations will differ from last year’s allocations which were based on 2024/25 scale fee data.
2024/25 fee scales were used to allow for the most up-to-date case-by-case comparison between local bodies that were “opted-in” or “opted-out” of the appointing person arrangements.
Payments
There have been a small number of restructures and mergers since last year’s payments which mean that certain bodies no longer exist. In these instances, funding will be paid to the relevant new authorities which have or will have absorbed the old areas and functions.
