Tim Hemmings

Biography

Tim Hemmings was appointed Small Island Developing States (SIDS) Envoy in July 2025. Tim is also the Head of the Caribbean and Small Island Developing States Department, which oversees UK relations with 15 Caribbean countries.

Tim was Deputy Head of Mission at the British Embassy in Bogota from 2021 to 2025. He was responsible for the overall management of the embassy, including on political, economic and trade issues.

From 2016 to 2021, Tim was Deputy Head of Mission at the British Embassy in Madrid, responsible for the overall management of the embassy including on political, economic and communications issues.

As a member of the Foreign & Commonwealth Office, Tim has worked in a range of positions related to Europe and the European Union, including postings in Brussels at the European Commission and also the UK Permanent Representation office to the EU.

From 2009 to 2012 Tim was Head of Policy for the Wales Office.

Special Envoy for Small Island Developing States

Special representatives use their expertise to develop a greater coherent effort in making sure that the Foreign, Commonwealth & Development Office (FCDO) works closely and effectively with foreign powers.

The Special Envoy for Small Island Developing States (SIDS) leads the UK government’s policy to partner with SIDS. The role is to advocate and mobilise support for SIDS priorities, including environmental sustainability, resilient economies, and safe, healthy and prosperous societies.
