Su-Lin Garbett-Shiels

Biography

Ms Garbett‑Shiels joined HM Treasury in 2003 and has held senior policy and leadership roles across HM Treasury, the Department of Energy and Climate Change, DFID and the Foreign, Commonwealth and Development Office. Her career includes extensive experience on climate change and economics, including serving as Private Secretary to Lord Stern during the Stern Review on the Economics of Climate Change and Deputy Head of the UK Climate Change Unit and DFID Indonesia.

Prior to her appointment to Peru, Ms Garbett‑Shiels was Head of the Crisis Management Department at the FCDO, where she was responsible for international crisis preparedness and response. In this role she oversaw the UK’s response to major international crises, including Russia’s invasion of Ukraine, conflicts in the Middle East and Sudan, and severe weather emergencies in the Caribbean. She has also served as Head of Corporate Response and Head of International Human Resources at the FCDO during the pandemic. Su-Lin studied Economics with French at Bristol University.

Ms Garbett‑Shiels took up her appointment as His Majesty’s Ambassador to Peru in January 2026.

The Ambassador represents His Majesty The King and the UK government in the country to which they are appointed. They are responsible for the direction and work of the Embassy and its Consulates, including political work, trade and investment, press and cultural relations and consular services.
