Sharon Clelland

Biography
Sharon is a qualified solicitor with over 23 years’ experience working in policing, justice and public sector regulation in Scotland.
Sharon joins the Traffic Commissioners from her role as Head of Legal Services for the Police Investigations and Review Commissioner, the independent body responsible for providing regulatory oversight of policing in Scotland.
Sharon was appointed as Traffic Commissioner for Scotland on 6 April 2026.
Career
Sharon is a solicitor with more than 23 years’ experience in legal roles across the policing and justice sector in Scotland.
Prior to her appointment as Traffic Commissioner, Sharon was Head of Legal Services for the Police Investigations and Review Commissioner, where she led the provision of legal advice and support to an independent statutory body overseeing policing.
Sharon has previously worked for the Police Service of Scotland and the Scottish Fire and Rescue Service, advising on a range of legal, governance and regulatory matters.
Traffic Commissioner for Scotland
Responsibilities are:
- the licensing of the operators of Heavy Goods Vehicles (HGVs) and of buses and coaches known as Public Service Vehicles (PSVs)
- the registration of local bus services
- granting vocational licences and taking action against drivers of HGVs and PSVs
- dealing with appeals against decisions by Scottish local authorities on taxi fares
- appointing parking adjudicators to the Parking and Bus Lane Tribunal for Scotland
