Sally Warren

Biography
Sally Warren was appointed as Interim Director General for Adult Social Care in July 2025. Previous to this, she was Director General for the 10 Year Health Plan. Before joining DHSC in July 2024, she was Director of Policy at The King’s Fund, a health think tank. Before joining The King’s Fund, Sally had 20 years’ experience in the Civil Service, including previous roles:
- Director of EU Exit Preparedness and Response, Defra
- Director of Food, Defra
- Director, Social Care, Cabinet Office
- Deputy Chief Inspector, Care Quality Commission
- Director of Programmes, Public Health England
- Director of Social Care, Department of Health
Interim Director General, Adult Social Care
Part of DHSC’s senior leadership team, the Interim Director General is responsible for leading on all matters relating to adult social care in the department.
