Sally Warren

Biography
Sally Warren was appointed as Director General for Adult Social Care in October 2025.
Before joining DHSC in July 2024, she was Director of Policy at The King’s Fund, a health think tank. Before joining The King’s Fund, Sally had 20 years’ experience in the Civil Service. Sally was Director for Social Care at the Department for Health and Social Care, Director of Programmes at Public Health England and Deputy Chief Inspector (for social care and registration) at the Care Quality Commission. She was also Director at the Cabinet Office, leading a project on social care funding for the Budget 2017.
More recently, Sally worked at the Department for Environment Food and Rural Affairs as Director of the Agri-Food Chain, and latterly Director of EU Exit Preparedness and Response.
Director General, Adult Social Care
Responsibilities include:
- setting social care policy
- overseeing the social care workforce, social care market and sector resilience
- functions in relation to adult social care finance
