Ruth Duffin

Biography
Ruth Duffin was appointed Public Guardian and Chief Executive of the Office of the Public Guardian (OPG) in July 2026, having held the role on an interim basis from April 2025.
Ruth has held senior roles across the Ministry of Justice and its agencies, including leading strategy, transformation, policy reform and major government projects. Before being appointed Public Guardian, Ruth was Transformation Director at OPG.
Public Guardian
The Public Guardian and Accounting Officer is responsible to the Lord Chancellor and the Secretary of State for Justice for the operation of OPG, including the way it spends public money and manages its assets.
The Public Guardian is appointed by the Lord Chancellor under Section 57 of the Mental Capacity Act 2005 (MCA) and their responsibilities extend throughout England and Wales.
