Philip Barclay
Biography
Philip Barclay graduated from Oxford University. He worked for London Transport and Taylor-Nelson Sofres in Bangkok, before joining the FCO in 1999.
He has served as 2nd Secretary Political in Harare (2006-2009) and 1st Secretary Political/Military in Warsaw (2002-2006). His most recent London-based role dealt with the human rights of criminal justice systems.
Deputy Head of Mission, Azerbaijan
The Deputy Head of Mission is a senior diplomat and typically a key advisor to the Ambassador or High Commissioner. The Deputy is responsible for the daily management of an overseas Embassy or High Commission. They will represent the UK’s interests in the absence of the Ambassador as Chargé d’Affaires. A senior ranking Deputy may also take the title Minister. Smaller missions may not have a Deputy Head.
