Paul Murphy

Biography
Paul became Chief Risk Officer in March 2026 having previously been the Deputy Chief Risk Officer since 2019.
Prior to joining Homes England, Paul spent 27 years in the private sector working in a number of banks and lending institutions both in UK and internationally. Most of these were in risk management, in particular the management of financial risks and the restructuring of distressed loans and investments.
Paul started his career in 1991 as an International Manager with HSBC and worked in a number of executive roles, mainly in Asia and the Middle East.
Chief Risk Officer
The Chief Risk Officer leads the Risk Directorate and is accountable for the 2nd Line risk oversight of the agency in line with HMT Orange Book requirements and prudent risk management standards.
They are responsible for setting the overall tone of the risk culture within the agency and ensuring that business activities receive appropriate levels of independent challenge and oversight.
