Dr Paul Hollinshead MBA OBE

Biography

Paul Hollinshead joined the Defence Science and Technology Laboratory (Dstl) as Chief Executive in February 2022, having led complex large science and technology programmes in the defence and civil sector for more than 20 years.

His varied career has included:

  • policy and strategy work including involvement in several strategic Defence reviews and national strategy development in the Prime Minister’s Strategy Unit
  • science and innovation management including roles as head of wealth creation at DERA, science and innovation director in the Department of Energy and Climate change, and leading nuclear research collaboration with the USA
  • operations director for Defence Test and Evaluation and director (warhead) at the Defence Nuclear Organisation
  • procurement director and senior responsible owner for a large portfolio of complex defence and energy programmes including submarines, warheads, nuclear infrastructure and green energy

Chief Executive

With direct line responsibility for members of the Executive team, the CE leads Dstl as an Executive Agency, delivering value-for-money science and technology-based support and advice to customers. This includes getting the best out of suppliers and partners, and balancing short-term delivery with long-term capability.

The CE role is ultimately responsible for ensuring:

  • the financial viability of Dstl
  • that customers are satisfied
  • that Dstl’s staff are suitably engaged and rewarded for their contributions
