Morag Stuart

Biography

Morag Stuart FCIPS joined HS2 Ltd as chief commercial officer in January 2026. 

Morag draws on more than 30 years of experience leading complex defence, civil and social infrastructure programmes in the UK and internationally. 

Morag joined HS2 Ltd from NHS England where she spent four years setting up and leading the New Hospital Programme as chief programme officer. She took the programme from concept (40 hospitals by 2030) into a fully scoped and funded programme with a standard transformational hospital design, Hospital 2.0, at its heart. 

Morag’s experience ranges from complex defence – with ten years at BAE Systems from graduate through to supply chain and commercial director for a howitzer programme with the US Marine Corps – to complex infrastructure. She led procurement for the Olympic Delivery Authority, was strategic procurement adviser for Thames Tideway Tunnel and set up the New Hospital Programme. She also served as director general commercial in the procurement arm of the Ministry of Defence. 

Morag has a track record of structuring complex programmes with successful strategic and commercial arrangements. 

She is passionate about sustainability and diversity, and has led successful initiatives such as the launch and implementation of the Women in Defence Charter as MOD gender champion. 

Morag grew up in Coleshill, Warwickshire – on the route of HS2. She is a fellow of the Chartered Institute of Purchasing and Supply and has a business administration degree from Cardiff University.
