Mark Gray

Biography

Mark graduated from Oxford with a degree in Philosophy, Politics & Economics, before beginning his career working as a strategy consultant at Deloitte.

While at Deloitte he worked across a wide range of industries and sectors, from the BBC to international manufacturing organisations. In 2011 he moved into retail banking at Barclays, initially working on their business proposition before moving into mortgages. He took on the role of programme director for the comprehensive digitalisation of their mortgages.

In 2016, Mark joined the Crown Prosecution Service (CPS), initially as Director of Digital Transformation. He held various executive positions at the CPS during his seven years there, leading a range of functions including digital, technology, transformation, commercial, estates, security, and operations. Highlights included overseeing the transformation of the CPS from paper-based to digital-based working and leading the business continuity response to COVID-19. He was most recently Chief Digital & Information Officer.

He joined HM Land Registry in 2023 to lead the newly-formed Transformation & Technology Directorate.

Chief Transformation & Technology Officer

The director is responsible for:

  • overseeing the organisation’s transformational ambition and the programmes to deliver on this
  • development, operation and maintenance of new and existing technology solutions and systems
  • working across the organisation and sector to deliver service improvements for both customers and staff
  • ensuring the organisation’s technology is resilient and effectively underpins HMLR’s business operations
  • collaborating with and supporting colleagues to successfully embed changes
