Lorraine Adair

Biography
Lorraine Adair has worked in the Civil Service since August 1989 working across various business areas of the Ministry of Agriculture, Fisheries and Food (MAFF) - now the Department for Environment, Food and Rural Affairs (Defra). Her extensive experience includes Leadership roles in all aspects of Operational Delivery as well as a number of years working in Planning and Performance.
In June 2026 Lorraine took on the role of RPA interim Service Delivery Director. Previous roles include, 2024 to 2026 Head of Capital Grants, 2018 to 2024 Head of Planning and Resourcing, 2015 to 2018 BPS Lead.

The Service Delivery Director is responsible for the operational management of:
- Annual Health and Welfare Review (AHWR)
- Multi Annual Grants
- Countryside Stewardship Mid-Tier (CSMT)
- Countryside Stewardship Higher-Tier (HT)
- Customer Payments and Accounting Team (CPAT)
- Customer Service Centre (CSC)
- Environmental Stewardship (ES)
- Livestock Services
- Sustainable Farming Incentive (SFI)
- Trader
The Service Delivery business area is RPA’s largest business area, made up of all the agency’s operational teams.
