Kirsty Carter-Brown

Biography

Kirsty Carter-Brown was appointed as Chief Officer Business Management at Natural England on 26 January 2023.

Kirsty joined the Defence Science and Technology Laboratory (Dstl) and the Civil Service in 2003. Her career has focused on science, engineering and project delivery, undertaking a wide variety of assignments and roles across the Ministry of Defence (MOD) including:

  • Private Secretary to the MOD Chief Scientific Adviser supporting their wide range of responsibilities
  • Special adviser to the US Department of Defense (DOD) Assistant Secretary of Defense for Research and Engineering (ASD(R&E)), supporting the defence science and technology relationship between the US and UK
  • Deputy Director for Defence Innovation and Head of the Defence Innovation Unit (DIU) responsible for catalysing and enabling innovation across MOD
  • Deputy Director for Transformation and leading the complex Royal Navy Transformation portfolio to deliver transformational change
  • Deputy Director for Performance driving insights, portfolio and project delivery performance across the Royal Navy
  • Director Head Office responsible for the operation of Main Building as the MOD’s Department of State and Strategic Military Headquarters and leading key initiatives across Head Office, including work on empowerment, future working arrangements, and strategic workforce planning

Before joining the Civil Service, Kirsty was an academic researcher in biological sciences with a Doctoral degree in Immunology from the University of Glasgow.

Chief Officer, Business Management

The Chief Officer, Business Management is responsible for:

  • cross-organisation business planning
  • management information and performance reporting
  • organisational transformation programme
  • development of change initiatives and delivery of people strategy
