Katherine Green

Biography

Katherine Green was appointed Director General for Labour Market and Skills in September 2025. Before that, she was in a jobshare with Sophie Dean as joint Directors General for DWP Policy.

Before DWP, Katherine and Sophie were Directors General for Borders and Trade in HMRC. They were responsible for policy and operation of the UK border for goods and delivered the major border change programme for Brexit. Katherine and Sophie joined HMRC in August 2018 as job share Directors of Customs and Border Design. 

Katherine was previously Operations Director at HM Treasury. Prior to that she worked in a variety of policy roles in HM Treasury. 

Before joining the Civil Service, Katherine worked in academia. She lives with her husband and son.

Director General for Labour Market and Skills

The Director General for Labour Market and Skills is responsible for: 

  • Development and implementation of labour market strategy and policy, including the jobs and careers service, the Youth Guarantee and devolution of employment support to local authorities  

  • Leading DWP outcomes on the labour market  

  • The Government’s overall social security system and welfare strategy, and DWP’s Annual Managed Expenditure position  

  • Skills England, Apprenticeships, Adult Skills Funding, and post-19 careers.
