Jonathan Mills CB

Biography

Jonathan Mills CB is Director General for Energy Markets and Supply at the Department for Energy Security and Net Zero (DESNZ).

He is responsible for the overall approach to energy markets, regulation and outcomes including the Review of Electricity Market Arrangements, decarbonisation of the power sector, safeguarding security of supply and delivery of the energy affordability portfolio including the Energy Price Guarantee and the Energy Bills Discount Scheme. He also oversees the department’s Strategy and Analysis directorates.

Jonathan worked at the Department for Business, Energy and Industrial Strategy (BEIS) from 2022 to 2023, first as DG, Energy Supply (June to November 2022) and then as DG, Energy Markets and Supply (November 2022 to February 2023).

Before joining BEIS, Jonathan was DG for Labour Market Policy and Implementation at the Department for Work and Pensions. He has also worked in director roles in the Department of Energy and Climate Change, where he was responsible for delivering the electricity market reform programme, and in the Cabinet Office.
