Jonathan Brearley
Biography
Jonathan Brearley was appointed Permanent Secretary for the Department for Energy Security and Net Zero (DESNZ) on 6 March 2026.
Jonathan was CEO of Ofgem from February 2020 to March 2026, where he stood up for consumer protections and tackling energy affordability.
He has decades of leadership experience in government and the energy sector, having led the development of the Climate Change Act as the Head of Office of Climate Change, and overseen reform of the electricity market at the then Department of Energy and Climate Change (DECC).
