Joanne Kelland-Owen is the Interim HR & Organisational Development Director at the Disclosure and Barring Service.

Joanne became the Interim Executive Director of Technology and Innovation at DBS in February 2025

Acting Executive Director of People and Inclusion

The Executive Director of People and Inclusion leads the strategic direction and delivery of the people agenda at the Disclosure and Barring Service (DBS).

As a key member of the Executive Team, the role will include human resources, organisational development, equality, diversity & inclusion and staff wellbeing.

They champion continuous improvement, transformation, and employee engagement to ensure DBS remains an agile, high-performing, and inclusive public service employer.
