Helena Vega-Lozano

Biography
Helena Vega-Lozano is the Chief Operating Officer at the Foreign, Commonwealth & Development office.
Helena was previously a senior Partner in Deloitte’s Technology and Transformation business, with over 30 years’ experience in banking and finance.
Helena has held numerous Executive and Board roles overseeing complex, large-scale business transformation and managing global client relationships both in the UK and internationally, with substantial experience working across Europe, the Middle East and Latin America.
Helena is a chartered accountant and transformation professional, has served on the Financial Services Executive as Head of Banking and Capital Markets and lead partner for International Business growth, and was a founding member of the firm’s Diversity Council.
Helena is also Chair of the Trustees for the Riding for the Disabled Association.
Chief Operating Officer
The Chief Operating Officer is responsible for collective leadership across the FCDO.
Responsibilities include:
